8 Clauses of the Agreement to Integrate SDF into Syrian State Institutions
On Monday, Syrian President Ahmed al-Sharaa and the commander of the Syrian Democratic Forces (SDF), Mazloum Abdi, signed a landmark agreement to integrate all civilian and military institutions of the Kurdish Autonomous Administration into the framework of the Syrian state, as announced by the presidency.
The Syrian presidency released a statement signed by both parties, outlining 8 key clauses as follows:
- Guaranteeing Rights for All Syrians: Ensuring the rights of all Syrians to participate in the political process and state institutions based on merit, regardless of their religious or ethnic backgrounds.
- Recognition of the Kurdish Community: Acknowledging the Kurdish community as an integral part of the Syrian state, with guaranteed citizenship and constitutional rights.
- Nationwide Ceasefire: Implementing a ceasefire across all Syrian territories.
- Integration of Institutions: Merging all civilian and military institutions in northeastern Syria, including border crossings, airports, and oil and gas fields, into the Syrian state administration.
- Return of Displaced Syrians: Facilitating the safe return of all displaced Syrians to their cities and villages, with protection guaranteed by the Syrian state.
- Support Against Threats: Supporting the Syrian state in combating remnants of the Assad regime and all threats targeting Syria’s security and unity.
- Rejection of Division: Opposing calls for partition, hate speech, and attempts to sow discord among the various components of Syrian society.
- Implementation Timeline: Executive committees will work to implement the agreement by the end of the current year at the latest.
Earlier this year, in February, the SDF leadership announced the integration of its military and security institutions with those of the Autonomous Administration, paving the way for their inclusion in the structure of the Syrian army. The SDF’s commander-in-chief, Mazloum Abdi, invited President Ahmed al-Sharaa to visit the areas under SDF control in northeastern Syria.
