Zelensky’s Critique of China’s Export Controls
Ukrainian President Volodymyr Zelensky has indirectly criticized China for its recent export restrictions on drones. In a social media post on Monday, Zelensky commented on the tighter controls Beijing has imposed, stating: “Some of the largest states exporting drone components are introducing export restrictions. We know what to do so that those restrictions are not critical to us.”

Last year, China implemented a two-year ban on the export of civilian drones and related equipment, responding to allegations that both Ukraine and Russia were “weaponizing” Chinese products. The rules were further tightened in July, with the new restrictions taking effect on September 1.

Both Ukraine and Russia reportedly adjusted their supply chains to maintain access to Chinese drone components through intermediaries. However, there are growing concerns in Kyiv that the latest restrictions will complicate and increase the cost of acquiring these essential parts.

Despite significant progress in domestic weapon manufacturing, particularly in drones, Ukraine remains heavily reliant on foreign components. Artyom Vyunnik, CEO of a Ukrainian drone producer, noted that logistics alone can take five to six months, compounded by delays due to military contract regulations. These issues hinder rapid adaptation to frontline demands.
Zelensky’s Ongoing Tensions with China
Zelensky has previously criticized China for allegedly siding with Russia. Last week, he accused Beijing of collaborating with Brazil to push a “destructive” peace proposal, which Kyiv was not consulted on. During preparations for a peace summit in Switzerland this summer, Zelensky also labeled China as a Russian “tool,” claiming that Beijing was secretly working against the summit’s success. Russia ultimately did not attend, dismissing the event as unrealistic and irrelevant.
China’s Position
China asserts its neutrality in the Ukraine conflict and aims to facilitate a resolution that addresses both parties’ concerns. Beijing has justified its drone export restrictions as a measure to prevent the misuse of these products for military purposes.
